Feature gate: #![feature(allocator_ext)]

This is a tracking issue for extensions to allocator_api (#32838).

Many of the items gated behind this feature may end up wanting to be split off into their own features; this exists to track the various miscellanea that have not been sorted. See also https://github.com/rust-lang/wg-allocators/issues/150 for the wg-allocators roadmap.
